Every time it's powered on, it goes through a little 20 second self-calibration routine. You can override it by pressing one of the buttons on the front of the unit.

In the test mode, press and hold the ""MODE"" button to enter the alarm value setting interface: short press the ""°C/°F"" button to switch between numbers, short press the backlight button to edit the value, and then long press the ""MODE"" button to save and exit. I am not the vendor but I think that means the CO level that causes the alarm to sound. It is preset at either 20 or 25 ppm and is adjustable.

After the initial countdown it immediately starts measuring CO in parts per million. Mine is very accurate. If yours remains on zero than no CO is detected. If it's doing something weird than maybe it doesn't work. It will not measure CO below 5 ppm eventhough the directs says it will.
